What Has To Happen?...
What would have to happen to justify a government declaring martial law and using real bullets to restore order in a city or nation?
How much property would have to be destroyed and how many lives lost?

When should rioters be considered terrorists who deserve to be eliminated by any means?

Aint it amazing how fine minds think alike???
I think all the force needed to stop a riot should be used at the onset. If the police were allowed to go in right away with their batons swinging, the use of bullets would be less likely. And if bullets are needed, then so be it. I won't cry for them just like I didn't cry for them during the Watts riot.
